Update documentation for License-Check rule
What does this MR do?
This MR adds documentation to describe how to enable the License-Check software license compliance rule. I chose to piggyback on the text that was written for the Vulnerability-Check rule.
A changelog entry was added here: https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/15196. So I chose to omit one from this MR.

Review by assigned maintainer, who can always request/require the above reviews. Maintainer's review can occur before or after a technical writer review. -
Ensure a release milestone is set and that you merge the equivalent EE MR before the CE MR if both exist. -
If there has not been a technical writer review, create an issue for one using the Doc Review template.
