What does this MR do and why?

Default enable the FF #463783 (closed)

  • Changing the flag type to beta and default enabling.
  • FF removal can be done only after BBM can be finalized after required stop milestone %17.5 . So removal can be done in %17.6. See: #473748 (closed)

Also includes minor docs corrections related to the vulnerability grouping feature.
