Resolve "Make error code clickable on Duo Chat"

What does this MR do and why?

Add link to error code to Duo Chat response so that people can easily go to the troubleshooting page.

How to set up and validate locally

  1. Apply this patch to force Duo Chat to always have an error code
  2. Say anything to Duo Chat
  3. You should see that there is an error and a link to the specific error as shown above

Note: I realized that A9999 doesn't have a message on the troubleshooting page. I believe it's a placeholder for errors on the v2 endpoint.

So if you get that, you can turn off the v2 endpoint FF to verify the link better.
