Extract Resolve Vulnerability Authorizer

What does this MR do and why?

This MR moves the Resolve Vulnerability authorization logic from the VulnerabilityPolicy to a shared authorizer service so that it can be used in both the ProjectPolicy and the VulnerabilityPolicy.
