This change is behind a feature flag :your_work_projects_vue
This MR is focused on adding the GraphQL query and tab for the Personal Projects list. This is following the pattern setup with the Contributed Tab.

How to set up and validate locally
- Enable Feature Flag
:your_work_projects_vue - Navigate to the root path of your instance
/ - Click on the Personal Tab
- Ensure only projects in your user namespace appear
