Improve OpenSSL 3 upgrading warning notes
What does this MR do and why?
This backports !165393 (merged) to 17-2-stable-ee
.
The previous documentation only highlighted the TLS 1.2 requirement, but users need to be aware that TLS certificates also need to have sufficient level of encryption.
