What does this MR do and why?

Partition ci_build_trace_metadata table - retries !163746 (merged)

It is safe to mark this migration as successful(via chatops command) if we unable to get the locks and if it is successful it is possible to see some Sidekiq errors originating from the Ci::ArchiveTraceWorker, but they will clear out on retry.
