De-quarantine plan end-to-end test
What does this MR do?
Closes gitlab-org/quality/staging#68 (closed).
Note: I have analyzed the execution of this test in the quarantine jobs of some MRs, and in all of the executions that I looked it has passed, so I'm de-quarantining it, but I'll keep an eye on it in case it fails again.
Note 2: I'll consider this MR not WIP anymore after retrying the specific sub-jobs of ee:relative_url, ee:instance, and ee:update, five times each, to see the results of this specific test as passed. I'll list all the executions here as well, if they all succeed. See below:

Note 3: I suspect that the issue that was directing the user to the profile's page may be unrelated to the test itself since I couldn't reproduce it in many tentatives.
