Automatically move the zoekt_repository to failed

What does this MR do and why?

Add a new column retries_left in the zoekt_repositories table with the default value of 10. Created a new event TaskFailedEvent. Every time a task goes to failed the event will be published. Created a new worker TaskFailedEventWorker which is subscribed to this event. So every time a task goes to failed, this worker will decrement the retries_left. And will move the zoekt_repository to failed when the retries_left reaches to 0. Whenever the indexing is successful the retries_left will be reset to the default value.
