What does this MR do and why?

Fixes the Use jpegPhoto LDAP attribute as Avatar picture issue

The first commit ports the changes as initially done here and also adds some specs for the changes.

It does not have the Rake task in the referenced commit because the issue suggests it can be added in a separate merge request
