Add policy type to orchestration_policy_rule_schedule

What does this MR do and why?

This adds policy_type to the security_orchestration_policy_rule_schedules table to prepare it to be used with different policy types.

We are planning to add scheduled pipeline execution policies and can re-use security_orchestration_policy_rule_schedules for this.
