De-quarantine qa test

What does this MR do?

Closes https://gitlab.com/gitlab-org/quality/nightly/issues/131.

To check that the fix works I have executed the jobs ee:instance 1/5, ee:relative_url 1/5, and ee:update 1/5 at least three times on CI, and in all the executions jobs have passed, although, it's worth mentioning that in the last run of ee:update 1/5 the test failed, but in the 2nd try, in the same job, it passed. see https://gitlab.com/gitlab-org/gitlab-qa/-/jobs/291108982.
