Fix alignment of epic widget in sidebar when locked

When epic is a locked feature, the icon and alignment are wrong for the epic widget in a collapsed issue sidebar.

How to set up and validate locally
- Check out this branch
- create a group/project that does not have a paid plan in the GDK
- create an issue
- collapse the sidebar on the issue
- You will see that the epic widget matches the rest of the widgets
