Re-order user organizations

What does this MR do and why?

Fixes a bug for a select few team members helping to test organizations. This MR will order a users' organizations by the organization_id. This ensures that the default organization (id=1) is always returned first. Referencing an organization other than the default organization is considered experimental for now.
