What does this MR do and why?

docs: Update configure_instance to more accurately convey the PHZ entry requirements and limitations

Currently the documentation does not capture any limitations on the naming of private hosted zone entries for Outbound Private Links (OPL) for a Dedicated instance. This is incorrect, and this aims to explain these limitations upfront to reduce back and forths when an OPL request comes with a customer specified alias that we cannot deliver.
