Remove ignore rules related to loose FKs for ci_pipelines

What does this MR do and why?

See #454422 (comment 2014919987) that the triggers and old integer columns were cleaned up

Since the bigint conversion were finished in 17.3%, we will need to remove the rules for:

  • MergeRequest::Metrics
  • MergeRequest
  • MergeTrains::Car
  • Vulnerabilities::Feedback
  • Vulnerabilities::FindingPipeline
