What does this MR do and why?

⚠ This MR needs Release v14.39.0 (gitlab-shell!1123 - merged) merged and the https://gitlab.com/gitlab-org/gitlab-shell/-/tags/v14.39.0 tag created before being merged.

This MR updates GitLab Shell to 14.39.0 and links up with Release v14.39.0 (gitlab-shell!1123 - merged):

  • Revise CODEOWNERS to use entire TW team
  • Rename bin/check to bin/gitlab-shell-check to to avoid name clash
  • Update golangci to 1.60.1
  • Move bin/install to support/make_necessary_dirs
  • Update dependency golang to v1.23.0
  • Use go build so we can use -o
  • Add 'make make_necessary_dirs' alias
  • Add GitLab Advanced SAST to CI/CD config
  • Update github.com/charmbracelet/git-lfs-transfer digest to 2cab0ea
  • Update module golang.org/x/crypto to v0.26.0
  • Update dependency golang to v1.22.6
  • Update github.com/charmbracelet/git-lfs-transfer digest to c3aa24b
  • Update module gitlab.com/gitlab-org/gitaly/v16 to v16.11.8
  • Update module golang.org/x/sync to v0.8.0
