What does this MR do and why?

Update the link under https://docs.gitlab.com/ee/user/application_security/dependency_scanning/#use-cicd-components.

The Android component was merged into the dependency scanning component: Add Android component (components/dependency-scanning!4 - merged)

As a result, the former location at https://gitlab.com/components/android-dependency-scanning is being archived: components/android-dependency-scanning!16 (merged).
