Add group/subgroup option in policy scope
What does this MR do and why?
The code diff is related to the scope section of a policy editor.
It introduces a new feature that allows selecting groups to apply policies to, in addition to projects.
It also includes various error messages and alerts to guide users in selecting the appropriate scope for their policies.
The code also includes a number of improvements to the user interface, such as the use of collapsible list boxes and tooltips to provide additional information and guidance to users.
