PoC Allow Runner to fetch source code from a parent project/external repo

What does this MR do?

This MR allows Runner to fetch source code from a parent project by setting repo_url conditionally.

This MR also attempts to fetch source code from external repository directly as part of an extension of https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/15082.

At this moment, this MR only supports public repositories that don't require auth string in the repo URL.
