Extend deprecated properties with custom scan action

What does this MR do and why?

This change adds custom_scan deprecated property for scan execution policies and exposes deprecated_properties for ScanExecutionPolicy GraphQL type.

Frontend will be extended in a follow-up !162027 (merged) to show a banner based on this property if there's any scan execution policy using a custom scan action..
