Move FFs to PA for pipeline creation

What does this MR do and why?

With pipeline creation feature category being moved recently in #457797 (closed) to grouppipeline authoring, the purpose of this MR is to move the ci_enforce_throttle_pipelines_creation.yml and ci_enforce_throttle_pipeline_creation_override.yml to grouppipeline authoring so that it goes from PE monthly report to the PA monthly report so that PA can plan to remove the FFs in the future.
