Enable `project_daily_statistic_counter_attribute_fetch` FF by default

What does this MR do and why?

This MR enables the project_daily_statistic_counter_attribute_fetch FF by default.

The bugfix behind the FF changes the project_daily_statistics increment counter to use CounterAttribute to buffer updates using Redis.
