Run qa:gitlab-cng job when relevant files change

What does this MR do and why?

This MR makes the qa:gitlab-cng job (and qa:rspec-cng by consequence) in MRs that change files related to gitlab-cng and rubocop.

That should prevent broken masters like fixed in !161463 (closed).
