Remove ignoring users.support_bot column

What does this MR do?

Follow-up with https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/12620 to remove ignoring the users.support_bot column.

This has been delayed since we had a very unlikely scenario that actually happened. RCA in https://gitlab.com/gitlab-com/gl-infra/infrastructure/issues/7907. It should be safe to remove now, though.

❗ This should only get merged after 2019-09-22 and with %12.4.
