Geo - Remove unnecessary specs when PostgreSQL FDW is not enabled

What does this MR do?

Since GitLab 12.0 Foreign Data Wrapper (FDW) is a hard requirement, this MR removes the unnecessary specs that cover the scenarios when PostgreSQL FDW is not enabled.
