What does this MR do and why?

Convert "Job token permissions" setting toggle to a set of two radio buttons in the project's CI/CD settings

This is the first iteration of the migration from the toggle to the radio buttons

  2. Navigate to some project => Settings => CI/CD => Job token permissions
