What does this MR do and why?
This change updates the project runner edit form.
It brings usability improvements for the runner form, and puts it in line with the admin and group runner edit forms.

How to set up and validate locally
- Visit a project you own (with runners attached)
- Select Settings -> CI/CD -> Runners
- Under Assigned Project Runners
- Select the pencil button to Edit
- Confirm the runner information can be updated correctly
