Replace FKs from ci_pipeline_* tables to ci_pipelines

What does this MR do and why?

It replaces the current FKs from a bunch of ci_pipeline_* tables to ci_pipelines with composable FKs which are needed for partitioning ci_pipelines.

The FKs were added via: !158065 (merged), !158086 (merged) and validated asynchronously on .com.
