What does this MR do and why?

It adds worker to export detailed group memberships information

The services to do the export are being implemented in !157296 (merged) and the enpoint MR will be created.

The new worker doesn't do anything yet, but the intention of this MR is to have it ready so that once the linked MR (the one implementing the export functionality) is merged we don't need to update it, it will simply work.

How to set up and validate locally

There are no changes in the functionality. But to make sure the existing export works as expected:

  1. Go to group - members
  2. Try to export members
