Draft: Use tertiary icon button for admin area

What does this MR do and why?

Use tertiary button for the Admin Area button.

Why? The button looks slightly out of place (to me); using a tertiary button seems more cohesive with the rest of the nav bar

Proposal 1: Tertiary button with shortened label

• Shortened label helps with translation overflow issues mentioned in Slack

Proposal 2: Tertiary icon-only button

• Can keep full label in tooltip without any translation overflow issues
• Does it look off since the Help button has both label + icon?

What does this MR not do?

Globally update Admin Area to Admin area -> Use sentence case for Admin area (!158935 - merged)
