Replace `getToolboxOptions` usages with `option.toolbox.show` attribute

What does this MR do and why?

  • Removes the getToolboxOptions method from the security dashboard and usage quota charts
  • Adds the option.toolbox.show attribute to both charts to ensure the toolbox is still available
