What does this MR do and why?

In #471244 (closed), we were asked to switch the root cause analysis from /rca to /troubleshoot.

How to set up and validate locally

Example below:

1. Setup ai features and suo using the docs
2. Enable the flag root_cause_analysis_duo
3. Navigate to a job and click the /troubleshoot button
