Always allow license sorting for group level dependency list.

The group level dependency list would not show license sorting if belowGroupLimit is false for performance reasons. With new performance improvements (see &12371 (closed)) we do not need this restriction anymore.

How to set up and validate locally

  1. In a group, import security reports project, https://gitlab.com/gitlab-examples/security/security-reports
  2. Go to the group you've imported the projects in, and then to Secure > Dependency list
  3. Validate that when you click the sorting dropdown, License is an option.
  4. Validate that when you click License, an API call is made with sort_by=license
