What does this MR do and why?

Reverts 112527, as it is no longer required.

We recently discovered (#393283 (comment 1980173014)) that git push activity does update user last activity timestamps, even without the change introduced in !112527 (merged).

The feature flag has never been enabled, so we remove those changes.
