What does this MR do and why?

WHAT

This MR updates the Guidelines for implementing Enterprise Edition features docs to include guidance on how folks can simulate a GitLab Dedicated instance and links to the development docs on Enabling features for GitLab Dedicated.

WHY

This promotes awareness about ensuring that development is "GitLab Dedicated aware" and makes this easier by providing guidance on how to simulate a GitLab Dedicated instance.
