Enable parallel_project_export feature flag

What does this MR do and why?

This MR enables parallel_project_export feature flag by default. It's been rolled out to 100% on .com in #442337 and is deemed stable. Enabling it for self-managed for a few milestones before removing it altogether, so that users can still disable it, if needed.
