Recreate ci_finished_pipelines ClickHouse table

What does this MR do and why?

This MR adds a migration to recreate the ci_finished_pipelines ClickHouse table. It replaces project_id with a path for future flexibility in providing metrics at the group level, and also fixes the duration to be a UInt64.
