Docs: Reflect 'gitlab:duo:setup' improvements in AI dev docs

What does this MR do and why?

Reflects our recent improvements for local AI development setup:

• Allow self-signed CC tokens in development
• Update Duo dev setup Rake task

Both items would allow us not running (and setting up) local CDot instance.
