What does this MR do and why?

Clarifies support of custom domains for GitLab Pages on Dedicated. This MR also:

Updates the list of GitLab Pages features that are not available for GitLab Dedicated, per https://gitlab-com.gitlab.io/gl-infra/gitlab-dedicated/team/engineering/gitlab-pages.html#pages-features.
Minor edits to improve readability of the GitLab Pages section.
