The flag was enabled in production at 100% on 2024-07-02: #466091 (comment 1979410342)

How to set up and validate locally
- setup gdk for elasticsearch, enable search/indexing, and use
gitlab:elastic:indexrake task to index everything - run searches for issues at: global, group, and project level
