What does this MR do and why?

Currently, self-hosted-models features (introduces in Configuration option to switch model for Code g... (!152380 - merged)) are using the default services: Code Suggestions use code_suggestions and Duo Chat is using duo_chat.

Let's move it into a separate section:

When the feature is GA, it will be available for Duo Enterprise.
When the feature is in beta, it'll allow us to set a cut-off date individual to self-hosted-models features.
