[E2E] QUARANTINE: push_protected_branch_spec.rb

Quarantines the following e2e tests:

1. Create Protected branch support when developers and maintainers are allowed to push to a protected branch user with push rights successfully pushes | Testcase | Spec metrics | Failure issue
