Adds resolve_vulnerability as a cloud connector service

What does this MR do and why?

This MR adds the cloud connector configuration to add resolve_vulnerability as a stand-alone service, and adds the service check to the access policy.

For context, resolve_vulnerability will go to GA in %17.2. It will be a stand-alone service, and free access will be removed at that point. The various permission and feature flag checks are covered by other conditions in the access policy.
