Update admin project layout

What does this MR do and why?

Updates admin projects layout (same as Update admin groups layout (!157201 - merged))

• Use new CRUD component instead of old cards
• Use page header component
• Update UI text (headings)

What does this MR not do?

Fix alignment of content within cards (that'll be in a separate MR, similar to !157420 (merged))
