What does this MR do and why?

Show Terms of Service and Privacy Policy entry within Help if defined

Some instances need to provide prominent links to the Terms of Use and Privacy Policy. This MR extends the Help menu and adds a link to /-/users/terms if terms have been defined by the instance Admin via Admin Area->Settings->General->Terms of Service and Privacy Policy.
