What does this MR do and why?

https://gitlab.com/gitlab-com/gl-infra/gitlab-dedicated/team/-/issues/4360 would have been avoided if the customer didn't get sent to the secondary site URL.

The primary site can serve the same information, and if the user is browsing the primary site, then they are very likely to prefer to stay on it vs browsing the secondary site.
