What does this MR do and why?

Add description version unification for epic and epic work item

This allows handling epic and epic work item description_versions transparently between epic and its corresponding epic work item.

This will also allow us to easier unify epic and epic work item system notes related todescription version changes and later on drop legacy epic support while keeping the data intergrity.
