Update GitLab Duo copy for Usage Quotas tab & Sidebar

What does this MR do and why?

After https://gitlab.com/gitlab-org/gitlab/-/issues/460115+ and https://gitlab.com/gitlab-org/gitlab/-/issues/460121+, we need to update the documentation to reflect the copy changes. Specifically:

  • For SaaS instances, the GitLab Duo Pro tab under Billing > Usage Quotas has been updated to GitLab Duo.
  • For self-managed instances, the GitLab Duo Pro sidebar entry under the Admin Area has been updated to GitLab Duo.
