Remove sep batching configuration

What does this MR do and why?

This MR removes the scan execution policy batching configuration added by MR !145993 (merged). As mentioned on this comment, we opted not to move forward with batch limits on the policy. We will use an application setting and a pause strategy to limit the schedule scans concurrency.
